Need-based grants offered by the French Ministry of Agriculture and Fisheries are made in accordance with social criteria. Their amount varies with the criteria. Although most grants go to French students, some foreigners may qualify, such as those whose home for tax purposes over the past two years has been France.
Program description
Need-based grants for postsecondary students of agriculture enable grantees to meet the expenses of a postsecondary degree program that they otherwise would not be able to complete because of their family obligations or lack of financial resources.
Postsecondary programs in agriculture train engineers, landscape architects, veterinarians, professors, researchers, and specialized managers. The programs are offered by 15 public institutions and 7 private schools of engineering that operate under contract to the French government.
The need-based grants offered by the French Ministry of Higher Education and Research are intended primarily for French students, but some classes of foreigners may also be eligible:
• Students who are nationals of a member country of the European Union, the European Economic Space, or the Swiss confederation and who held a permanent job in France (full or part time) in the year of reference, or whose parents or legal guardian earned income in France in the year of reference.
• Foreign students holding a temporary residency permit resident card, who have lived in France for at least 2 years and whose home for tax purposes (for dependent students, the home of the student’s mother, father, or legal guardian) has been France for at least 2 years, including the year of reference
• Andorran students who attended French schools
• Students who are refugees or stateless persons as demonstrated by a refugee card issued by the French office for the protection of refugees and stateless persons (OFPRA) or a residency permit showing refugee status
Additional assistance may be available to recipients of need-based grants: merit aid; transportation subsidies for students in the academies of Créteil, Paris, and Versailles; emergency aid.

Value/Benefits
Aid is granted as a function of the resources of the student’s parents and the expenses of the student and his or her parents. A national scale sets grant levels to match various levels of need.
Resources taken into consideration in the calculation of need include the parents’ gross income as shown on their income tax statement for the year.
Expenses taken into consideration are those of the student and his/her family. These are assessed using a point system. Each student’s situation is expressed as a certain number of so-called expense points.
The number of dependent children in the family and the distance between the student’s home and educational institution are also taken into account.

Duration
Grants are made for the duration of the student’s degree program.
